PUC Adopts Further Waiver To Allow For Shorter Waiting Period For Retail Supplier Switches

The Pennsylvania PUC has tentatively adopted further waivers of its existing natural gas customer switching rules to continue the shortening of the "waiting period" for switches from 10 days to 5 days
Under the current natural gas switching process, the utility sends to a switching customer a notice of the switch, which includes a notice that the customer has a set period of days to cancel the switch before it takes effect (the waiting period). This waiting period is intended to prevent slamming
Under current rule, the waiting period is 10 days
However, since 2012, the PUC shortened this waiting period to 5 days
The shortening of the waiting period to 5 days was adopted through a rule waiver, which has been extended several time since. The PUC has not adopted a rule change to implement a permanent 5-day waiting period in place of the current rule which requires a 10-day waiting period
The PUC's new action to extend the waivers to allow for the shortened 5-day waiting period will be automatically adopted as final unless any opposition is filed against the decision
The latest waivers would expire on January 9, 2028
Noting that the PUC has waived rules for about 15 years to accomplish the 5-day waiting period, Pennsylvania PUC Vice Chair Kimberly Barrow hopes that the PUC will make the change permanent in the near future
