PUC Defers Consideration Of Making Default Service Reconciliations Nonbypassable

The New Hampshire PUC has deferred, to a future phase of Public Service of New Hampshire's 2025 default service proceeding (DE 25-017), consideration of modifying the currently bypassable default service reconciliation factor to become nonbypassable
The PUC had previously directed PSNH to propose a nonbypassable mechanism to address default service reconciliations, as the PUC had previously opined that recovering default energy service (ES) reconciliation amounts through the nonbypassable Stranded Cost Recovery Charge (SCRC) could be an "equitable" and "reasonable" approach, due to the "backstop" nature of default energy service. The PUC's direction had been prompted by an approximately $6.5 million under-recovery for large customer default service
However, as previously reported, PSNH later reported that the large under-recovery in large customer SOS was due to load reporting errors by PSNH to ISO New England. See details here
Regarding the under-recovered default service costs, and treatment thereof, the PUC agreed with the state's Dept. of Energy and said, "more time is needed to assess the situation, especially given the lack of certainty regarding the provenance of the $6.5 million balance, and the Company’s [PSNH] admission of accounting errors leading thereto."
The PUC ordered that the $6.5 million balance in under-recovered large customer default service costs shall continue to be deferred, but ruled that the accrual of interest (carrying charges) on this balance shall cease immediately
The PUC transferred all issues relating to the under-recovered SOS balance, and any proposals by PSNH for modification of the default Energy Service Reconciliation treatments, to Docket No. DE 25-017, the utility's Energy Service review proceeding, for adjudication after the conclusion of the June 2025 review of PSNH's August 2025 to January 2026 Energy Service results and rates.
