PSC Approves Interim Adjustment In SOS Rates Due To Capacity Costs

The Maryland PSC, as part of approving several updates in Baltimore Gas & Electric's SOS electricity rates, approved a change in BGE's "energy rate", for the period June 1, 2025 to September 30, 2025, due to updated capacity costs
The SOS energy rate reflects energy, capacity, and similar costs necessary under full requirements service, but excludes transmission costs such as NITS, and does not include the SOS Admin. charge
Typically, the summer period SOS energy rate is established in December of the preceding year and is not subject to further adjustment (under the SOS schedule, all procurements for the next summer have been completed by December, and other factors, such as transmission, the admin. charge, etc, are separate from the energy rate)
BGE customarily filed summer 2025 SOS energy rates in Dec. 2024
However, BGE in March 2025 filed to update the summer 2025 energy rates as a result of the completion of PJM's 3rd incremental capacity auction (IA) for the delivery year 2025/2026. The previously filed (pre-March 2025) energy rates had relied on a capacity proxy price, and the updated summer 2025 energy rates reflect actual capacity costs.
The PSC has approved the changes to the summer 2025 energy rates, as well as other changes in BGE SOS (namely, the winter 2025-26 residential and Type I energy rates, the summer 2025 Type II energy rates, an updated Admin. charge, and updated transmission rates)
