Maryland PSC Staff Receives "A Lot" Of "Complaints" From Residential Customers Upset With Cessation Of Retail Supplier Offers Due To SB1

At the June 4 Maryland PSC administrative meeting, during consideration of changes to the purchase of receivables discount rates at several utilities (see related story today), PSC Staff said that Staff has received "a lot" of "complaints" from residential customers concerning the unavailability of retail supplier offers in the wake of SB1
A PSC Staff representative was concurring that, as the PSC considers what level of residential shopping may be present going forward, in terms of forecasting the amount of receivables which will be collected by the utilities and available to cover POR costs during a residential POR wind-down, "there really is no residential supply market at this point."
Retail suppliers, "are not making any new offers," to residential customers, the Staffer observed
The Staffer further said, "We received the complaints, I'll call them complaints, a lot from customers saying, 'I can't find any offers when I go to the website; I've been dropped; my supplier has told me they no longer provide in Maryland.'"
The Retail Energy Supply Association has said that excessive residential POR discount rates as proposed at Pepco (8%), Delmarva (6%), and Washington Gas Light (6.5%) would make retail suppliers' grandfathered residential fixed rate contracts, some of which are below the current default service rate, uneconomic for suppliers and thus result in cancellation of such service
"[T]here are retail contracts in the market today below SOS rates. If the
supplier has no choice but to cancel those contracts because of the high POR discount rates,
those customers will see their supply rates increase," RESA observed
