PUC To Hold Workshop On Review Of Customer Disconnection, Payment Rules (Staff Of PUC Has Sought POR Changes In Separate Proceedings)

The Public Utilities Commission of Ohio has commenced a customary five-year review of the rules regarding the establishment of credit for residential utility service, the disconnection of residential utility service, and (for gas utilities) the Percentage of Income Payment Plan (PIPP) Plus program, under Ohio Adm.Code Chapters 4901:1-17 and 4901:1-18.
The rules generally apply to both electric and gas utilities, though certain sections (such as PIPP Plus) may be commodity specific
Although the rules do not govern purchase of receivables or retail supplier billing directly, as previously reported, PUCO Staff have raised a concern with rising write-offs related to retail supplier receivables at certain utilities, and have recommended changes to the POR program at one gas utility.
Given the related nature of POR, uncollectibles, and disconnection, such concerns could arise in the new rules review
Additionally, PIPP customers are not eligible to shop, and rule changes related to PIPP may impact the number of eligible shoppers
PUCO scheduled a workshop for July 10, 2025 concerning the rules review, in advance of any Staff proposal on any recommended rule changes
