New York Municipal Aggregation Administrator Will Suspend Administration Activity, Will Return Customers To Default Service

Joule Community Power, a division of Joule Assets, Inc., and an approved Community Choice Aggregation (CCA) Administrator in New York State, announced the suspension of CCA administration activity, beginning December 1, 2025.
Joule stated, "Joule will uphold its obligations for all active supply agreements in accordance with its existing approved Master Implementation Plan and will retain that Master Implementation Plan, to ensure continuity and reliability for participating municipalities and customers."
At this time, Joule will not seek renewal for any active contract, and will facilitate the transition of CCA customers back to utility supply service after contract expiration
Joule stated, "While we are stepping back from direct CCA Administration at this time, Joule remains committed to the principles of community empowerment, transparency, and a clean energy future, and will continue to work constructively with existing and new clients in New York State and beyond."
The current and recent CCAs which Joule will not renew and for which Joule will return customers to default service are listed below, with the supply contract end date listed (some supply agreements already ended but Joule is confirming that Joule will not re-start such CCAs at this time):
• Hudson Valley Community Power, Contract ends June 30, 2025 (includes City of Poughkeepsie and 10 towns/villages)
• Rochester Community Power (City of Rochester), Contract ends November 30, 2025
• Monroe Community Power, Contract ends November 30, 2025
• Gateway Community Power, Contract ends November 30, 2025
• Tuxedo Community Power, Contract ends November 30, 2025
• Tuxedo Park Community Power, Contract ends November 30, 2025
• Rockland Community Power, Contract ended September 30, 2024
• Highlands Community Power, Contract ended September 30, 2024
Regarding Hudson Valley Community Power, Joule had recently reported that, "The participating municipalities issued an RFP seeking a new CCA contract for electricity supply or an extension of their existing contract. Unfortunately, the rates from all responsive bidders were higher than acceptable to the municipalities and no contract was executed or extension issued. Upon expiration of the current CCA contract at the end of June 2025, the customers currently participating in the CCA will return to utility service."
Joule stated, "Joule recognizes and understands the concerns expressed by the Public Service Commission regarding the impact of CCA as it has been implemented. We share some of these concerns. We also strongly embrace the special responsibility that opt-out authority brings, in parallel. We welcome the opportunity to participate in the forthcoming CCA evaluation process initiated by the Commission and extend the offer to share both qualitative and quantitative data with the appointed consultant to help inform the future of CCA in New York."
