Another Utility To Cease Providing Customer Lists To Retail Suppliers

Staff of the Maryland PSC reported that Potomac Edison (PE) has informed Staff that Potomac Edison intends to cease providing to retail suppliers an "interested customer" by the end of 2025
Potomac Edison's interested customer list is an opt-in list in which customers must affirmatively indicate to the utility that the customer wants their information shared with retail suppliers, as opposed to eligible customer lists at other utilities which are opt-out in nature.
However, according to Staff, Potomac Edison does not charge retail suppliers for access to the interested customer list
Potomac Edison has said that it is not required to make available to suppliers an interested customer list
According to PSC Staff, Washington Gas Light, which offers a customer list to suppliers which is populated on an opt-out basis, has indicated that WGL will continue to offer the list, but that WGL will ensure that any customer on the new Do Not Transfer/Market list will not be included on the eligible customer list. WGL does not charge for its eligible customer list
The PSC today accepted Baltimore Gas & Electric's petition to cease providing eligible customer lists to retail electric and gas suppliers, due to concerns that the eligible customer lists could create confusion or could result in customers signing up for the new and separate Do Not Transfer/Market lists but still receiving marketing materials from suppliers, due to sync issues with the eligible customer list
Unlike at PE and WGL, BGE charged retail suppliers for the eligible customer lists. BGE said that the customer list has only been purchased by suppliers on eight occasions. BGE had made residential customer lists available for purchase by retail suppliers for a cost of $715 per list
PSC approval was needed for BGE to stop offering the eligible customer lists because the requirement to offer the lists had been included in BGE's supplier coordination tariffs
Pepco and Delmarva have not offered to suppliers eligible customer lists, as the PSC in establishing the customer list rules at market open had granted utilities with discretion to offer or not offer the lists
