PSC Approves 11% Residential Purchase of Receivables Discount Rate

The District of Columbia PSC approved an 11% residential purchase of receivables discount rate at Pepco, as the PSC, in a separate order, also opened a generic inquiry on the future of POR (see related story today for more on the new inquiry)

The 11% residential POR discount at Pepco was approved after the PSC, as previously reported, rejected several proposals to mitigate the POR discount increase, as the PSC was concerned that deferring some residential uncollectibles until a future POR discount could result in unrecovered costs, which would eventually be collected from non-POR customers, if shopping levels decrease
Regarding the 11% discount, the PSC said, "the Commission is satisfied that all of the costs of the POR program are captured in the
proposed POR Discount Rate."
"The Commission finds that the proposed POR Discount Rate would
have no detrimental impact on non-POR ratepayers and achieves the Commission’s requirement
that the POR program costs must be self-contained," the PSC said
Specifically, the D.C. PSC approved an 11.3079% POR discount for residential customers at Pepco, to be effective upon the publication of a Notice of Final
Tariff in the D.C. Register.
The current Pepco residential POR discount is 3.9807%
The POR discount for small C&I and large C&I customers will be 0%.
Noting that the PSC also opened the above-described inquiry into POR, the PSC said, "Finally, the Commission recognizes the need to address the continued increase in
Residential Customer Class cumulative under-collection amounts."
