Utility's Small Customer Default Service Rate To Increase 75%, To Nearly 15¢

Granite State Electric (Liberty Utilities) has filed proposed default service rates with the New Hampshire PUC for the period August 1, 2025 to January 31, 2026

GSE's small customer group default service rate would increase 75% to 14.811 cents per kWh for the period August 1, 2025 to January 31, 2026, from the current rate of 8.416 cents per kWh

The rates above reflect the all-in default service rate.

As discussed further below, nearly 2 cents per kWh of the increase results from a "conservative" assumption of when an opt-out aggregation in the service area will begin, and setting the Energy Service Adjustment Factor (ESAF, reconciliation), which is included in the bypassable default service rate, at a level which reflects this assumption

Regarding the ESAF component included in the all-in default service rate, GSE proposes to set the ESAF based on the assumption that the Town of Salem will commence service under an opt-out aggregation in October 2025.

GSE stated, "If one assumes Salem does not implement its Community Aggregation Program, the resulting ESAF would be $0.04246 for the LGC [sic, large customer group] and $0.02314 for the SGC [sic, small customer group] ... However, Liberty believes that at these rates, particularly for the LGC [sic], the conservative approach would be to assume Salem customers leave for the aggregation program during the earliest possible month, October, which increases the ESAF charges to $0.09083 for the LCG and $0.04056 for the SCG. Thus, Liberty proposes these rates[.]"

Monthly all-in default service rates for the large customer group are below:

GSE reported that Macquarie Energy, LLC was the winning bidder to serve 50% of the small customer default service load for the period August 1, 2025, through January 31, 2026 (50% is being self-served via the ISO-NE market)
