Pa. PUC Rejects Bids From Default Service Products, Citing Prices Higher Than Current Futures Market Prices

The Pennsylvania PUC on July 17 rejected the results of PPL Electric Utilities' July 2025 solicitation for Long-Term PA Solar Alternative Energy Credits (LTAECs), which had sought LTAECs for a period of approximately 20 years.
The PUC stated in rejecting the LTAEC bids, "the
July 2025 LTAEC Solicitation resulted in bid prices that were higher than current futures
market prices."
The PUC directed PPL Electric to implement its contingency plan related to the July 2025 LTAEC
Solicitation.
The July 2025 LTAEC Solicitation was the first LTAEC solicitation under PPL Electric’s sixth Default Service Program (DSP VI) which began on June 1, 2025
PPL Electric's LTAEC RFP states that if the PUC rejects all Bids in any solicitation, or if some tranches remain unfilled, the
unfilled tranches will be included in the next solicitation provided there remains another
solicitation for the procurement of Long-Term PA Solar AECs and the Product is not
needed for Buyer’s compliance of the AEPS Act prior to the next solicitation. If AECs are required to comply with AEPS Act requirements, PPL Electric
will obtain the necessary AECs through brokers in the interim. If some AEPS Obligation
remains unprocured, PPL will expeditiously seek guidance and approval from the
PUC to address this shortfall.
PPL Electric has a remaining LTAEC solicitation to conduct, in July 2026
PPL Electric had been seeking 15,000 LTAECs per year under the July 2025 LTAEC RFP
Separately, the PUC approved the bids for the Alternative Energy Credits RFP (AEC RFP) that PPL Electric had separately conducted for various quantities of AECs for immediate delivery and not on a long-term basis.
