Hearing Officers Reject Extension For Stakeholder Proposals In Response To Latest Staff Retail Market Reset Proposal (Retail Suppliers Had Sought Extension)

Two Massachusetts DPU hearing officers rejected a request from the Retail Energy Advancement League (REAL) and the Retail Energy Supply Association (RESA) for an extension of the deadline for the submission of proposals in response to DPU Staff's latest proposal for a retail electric market reset

The latest Staff proposal was, "intended to provide a framework for the supplier community and
Consumer Advocates to use as they develop their proposals."
The DPU has sought from stakeholders, "specific proposals from the supplier community and the Consumer
Advocates that track, to the extent possible," Staff's latest reset proposal
Upon the release of Staff's latest proposal, the hearing officers had directed that retail suppliers and consumer advocates submit their specific proposals by August 6, 2025.
REAL and RESA had sought an extension until September 5, 2025 for the submission of stakeholders' proposals, citing upcoming meetings of NARUC and the National Conference of State Legislatures
"Most significantly, an extension of the deadline during this busy period would allow for productive discussion among competitive suppliers with the goal of reaching consensus on a proposal to share with Department Staff on this important energy consumer matter," REAL and RESA had said
The Massachusetts Attorney General and Massachusetts Department of Energy Resources both opposed any extension
The AG had said that maintaining the original August 6 deadline would allow Staff to, "determine whether it is worthwhile to continue to engage stakeholders through the Working Group process or recommend to the Commission that it is the best interest of the Department and stakeholders to end the process."
The hearing officers rejected the requested extension, maintaining the August 6 deadline
