PUC To Hold Workshop On Statutory Changes Related To Low-Income Rate Option, Including Electric Supply Procurement For Such Customers

The PUC of Ohio will hold a workshop on September 26, 2025 concerning recent statutory changes relating to the electric Percentage of Income Payment Plan (PIPP) program
The workshop will inform a forthcoming rulemaking to implement such changes in statute (HB 96)
While most of the statutory changes relate to the PIPP program itself and funding, the relevant statute does address the procurement of electricity supply for PIPP customers, who are not eligible to shop for an alternative provider
Currently, PUCO holds an auction to procure supply for PIPP electricity load. Eligibility for participation in such auction is limited to entities which have been certified by PUCO as a retail supplier
The statute does not include any substantive changes to the PIPP procurement, though the statute does transfer responsibility for this procurement from the director of the Ohio Department of Development to PUCO. The prior statue had allowed the Department of Development to request that PUCO manage the procurements, which has been the case, but the revised statute now assigns responsibility solely to PUCO
While the revised law otherwise does not modify provisions concerning the PIPP procurements (including the retail supplier eligibility requirement, and the stated purposes of the procurement -- providing reliable service, reducing costs to PIPP customers, and resulting in the best value for persons paying the PIPP rider), the rulemaking may serve as a forum for potential changes to the procurements
