Both Residential and Small C&I POR Discount Rates To More Than Double At Utility

Fitchburg Gas and Electric (Unitil) in Massachusetts has proposed significant increases to its Residential and Small/Regular
General Service purchase of receivables discount rates, under an annual update to the rates
Unitil's new POR discount rates in Massachusetts, formally known as Standard Complete Billing Percentages (SCBPs), are proposed to be effective December 1, 2025
Fitchburg Gas and Electric proposes to set the residential POR discount at 5.47%, more than double the current 2.30%
For small & regular general service customers, the POR discount would more than triple to 2.16%, from the current 0.63%
The overall POR discount increases in both customer groups are driven by both higher uncollectibles and higher reconciliation factors, as detailed below:
