Draft Report From Texas PUC EM&V Contractor Finds Retail Provider Smart Thermostat Pilot Was Most Cost Effective Energy Efficiency Program At Oncor

A draft report from the Texas PUC's EM&V Contractor regarding the Texas investor-owned utilities' energy efficiency programs for 2024 finds that the retail electric provider Smart Thermostat Pilot market transformation program (MTP) was one of the two most cost-effective energy efficiency programs at Oncor
The draft report finds that, at Oncor, the most cost-effective programs based on claimed and evaluated savings were the REP Smart Thermostat Pilot MTP and the Retail Products MTP
Under Oncor's Smart Thermostat Pilot for REPs, retail electric providers were reimbursed under the TDU's energy efficiency budget for providing a smart thermostat to residential customers
The draft report lists the net savings result score of the REP Smart Thermostat Pilot MTP at 7.87, and the net savings result score of the Retail Products MTP as 4.48. A score (ratio) over 1.0 represents a cost-effective program
The draft report find that, at Oncor, the least cost-effective programs were the Commercial Winter Load Management standard offer program (Pilot) and the Residential Winter Load Management standard offer program (Pilot).
The draft report states, "While load management programs can contribute more to demand reduction in an emergency or when the system requires, they are expensive and do not offer longer-term solutions for customers."
