Texas Entity Seeks To Serve As CCN Cooperative Providing Retail Electric Service To Ismaili Communities In Dallas, Houston

Roshan Energy, Inc. filed a document with the Texas PUC stating as follows:
"Roshan Energy, Inc., a Texas nonprofit corporation in formation as a 501(c)(12) electric cooperative under Texas Utilities Code Chapter 161, hereby applies for an initial Certificate of Convenience and Necessity (CCN) to provide retail electric service to the Ismaili communities in the Dallas and Houston metropolitan areas.
"Founded by Ramzan Ali, Sadru Sarfani, and Faizan Sarfani, Roshan Energy is governed by a 7-member Board of Directors. Our intent is to deliver affordable, community-owned prepaid electricity at 13¢/kWh, with all profits donated to the Aga Khan Foundation (AKF) to support community development initiatives. We are supported by $200,000 in founder funding and will provide a $5,000–$10,000 surety bond as financial assurance. As a Chapter 161 cooperative, we are exempt from the $750,000 Letter of Credit requirement per §161.121.
"This application initiates our request for a CCN, with detailed exhibits (organizational documents, service area map, financial assurance, technical capability, customer protection plan, and funding proof) to be submitted via amendment following docket assignment. We seek expeditious processing given our nonprofit, community-focused mission and request assignment of a Control Number for tracking

An individual named Ramzan Ali previously served as a principal at former Texas retail electric provider Proton Energy. EnergyChoiceMatters.com could not confirm that the individual named Ramzan Ali who has co-founded Roshan Energy is the same Ramzan Ali who previously served as a principal at Proton Energy
However, the phone number listed by Roshan Energy in its PUC filing is the same number listed in certain unofficial online public directories as being associated with Proton Energy, though the number could not readily be found in any filings that Proton Energy previously made with the Texas PUC.
Additionally, while the email addresses are not identical, the email address listed for Roshan Energy uses the exact letters and numbers, in the same order, which appear prior to the @ and domain name that were used in an email address previously identified as associated with Proton Energy in PUC filings (the email addresses differ due to the domain names being different; the Roshan Energy address uses [letters+numbers]@gmail.com, while the former Proton Energy email address was [letters+numbers]@yahoo.com, with the [letters+numbers] part being the same in each case.
Of note, the PUC's case caption for the filing is listed as, "Application Of Roshan Energy, Nonprofit Electric Cooperative For A Retail Electric Provider Certificate".
However, as noted above, the filing describes seeking a CCN and stating that Roshan Energy would provide a, "service area map". Roshan Energy says that it was created under Texas Utilities Code Chapter 161, which governs electric cooperative corporations, and which authorizes co-ops to acquire, own, hold, maintain, exchange, or use, "transmission and
distribution lines or systems that are necessary, convenient, or
useful[.]"
A cop-op may, "generate, acquire, and accumulate electric energy and
transmit, distribute, sell, furnish, and dispose of that electric
energy to its members only".
Texas Utilities Code Chapter 161 also provides that cop-ops may, "perform any other acts for the cooperative or its
members or for another electric cooperative or its members, and
exercise any other power, that may be necessary, convenient, or
appropriate to accomplish the purpose for which the cooperative is
organized, including other or additional purposes that benefit
members and nonmembers, either directly or through affiliates,
described in Section A, Article 2.01, Texas Non-Profit Corporation
Act (Article 1396-2.01, Vernon's Texas Civil Statutes)."
Notably, a corporation may not use the term "electric
cooperative" in its name unless the corporation is organized under Texas Utilities Code Chapter 161
