Certain FirstEnergy Pennsylvania Mass Market Prices To Compare Increasing 9-12%

FirstEnergy Pennsylvania has filed with the Pennsylvania PUC new PTCDefault rates to be in effect for the six-month period December 1, 2025 through May 31, 2026 [note that the FE filed tariff lists the end date as "May 30, 2026" which is understood to be a scrivener's error)
The PTCDefault rate is the all-in cost of default service prior to the application of the state tax adjustment surcharge (STAS).
While historically the STAS at the FirstEnergy Pennsylvania utilities had been 0%, as previously reported, a de minimis STAS is currently in effect (a positive adjustment of 0.02% or less, with the specific STAS rate varying by service area).
Accordingly, the PTCDefault rate is no longer the same as the official Price to Compare due to the application of the STAS (FirstEnergy PA's website lists the "Price to Compare" as including STAS; PA Power Switch does not appear to include STAS)
For the current rates based on the current STAS, the differences between the PTCDefault rates and the STAS-adjusted Prices to Compare are, at most, 0.002¢ per kWh (or 0.02 mills)
As detailed further below, all mass market PTCDefault rates are increasing by at least 6% on December 1, 2025, with the exception of the commercial PTCDefault rate at West Penn Power, which will see a 4% increase
Notable increases are an almost 9% increase in the residential PTCDefault at Met-Ed, and a 12% increase in the commercial PTCDefault at Met-Ed
The new PTCDefault rates, as filed by FirstEnergy Pennsylvania, are below.
