Regulator Issues Further Questions For Comment On Dynamic Market Purchases For Default Service, Schedules Technical Conference

The Connecticut PURA has issued additional questions for comment in its review of standard service (customers under 500 kW) procurements due to recent legislation
As previously reported, Public Act 25-173 requires that the standard service (default service under 500 kW) procurement plan "shall" include a requirement that the EDCs be able to, "engage in dynamic market purchases," for not less than 25% of the standard service load, subject to various terms including risk mitigation.

Among the key issues on which PURA sought further comment is whether the tranches to be procured via dynamic market purchases should be designated (set) in advance of the regular full requirements procurements, or whether the number of tranches which will use dynamic market purchases should be informed by and determined by the evaluation of bids received in the full requirements procurements
PURA also sought further comment on the use of a proxy price to be used to set retail default service rates when dynamic market purchases (whose prices are not fixed) are used as part of the standard service portfolio
PURA sought comment on whether to allocate a portion of the output from an eligible nuclear power generator to one or multiple standard service tranches served by dynamic market purchases.
PURA asked this question in the context of risk mitigation, noting that using the nuclear purchases for default service would reduce the volume of electricity procured dynamically. PURA said that this mechanism wold, "allocate the costs (or benefits) proportional to the nuclear power generator’s output to standard service customers".
PURA also asked whether more frequent reconciliations of the actual costs under dynamic market purchases should occur (more frequent than the current twice-annual standard service fixed rate changes)
PURA also sought feedback on the earliest possible implementation date for a procurement plan amendment which would implement any changes adopted as a result of the current review.
PURA noted that, "At the time the amendment is submitted to PURA for review and approval, the EDCs will have filled up to three standard service tranches for the 2027 first half service term."
