ERCOT To Hold Cost of New Entry (CONE) Workshop

ERCOT will host a workshop on November 21, 2025 to review the current Cost of New Entry (CONE) value approved by the Public Utility Commission of Texas (PUCT) for use in planning studies, including potential usage in next year's reliability assessment requirement for the Commission's reliability standard.

The focus of the workshop will be the suitability of the CONE value ($140/kW-year) for system cost impact estimation of market design changes that ERCOT will provide to the PUCT if reliability standard deficiencies are identified during the reliability assessment process to be performed in 2026.

ERCOT will solicit stakeholder recommendations on whether to proceed with a CONE update study and, if so, technical and market considerations for conducting an update study.

Workshop topics will include:

• an overview of current generation market conditions and lead times for procurement of gas turbines and other technologies provided by ERCOT's CONE study consultants;

• conclusions from the 2025 PJM CONE study;

• what types of capacity can realistically be added by 2029;

• special considerations for calculating CONE based on the wholesale electricity market outlook; and

• post-workshop action items.
