Filed Tariff Indicates TNMP Secondary < 5 kW Distribution Charge Would Fall To Under 5 Mills per kWh Under New TNMP Rate Case

Texas-New Mexico Power Company has filed a new electric delivery rate case with the Texas PUC
TNMP's proposed distribution rates (not including riders) for residential customers and Secondary <= 5 kW customers are as follows:
The stated Secondary <= 5 kW Distribution System Charge of $0.004400 per kWh appears in multiple copies and versions of the tariff filed in the case (both clean and redline), and is consistent with the calculation from stated values for the class's proposed revenue requirement and usage appearing in several workpapers. However, ECM stresses that ECM is merely posting the number as it appears in TNMP's proposed tariff. Overall, for the Secondary <= 5 kW class, the filing indicates an approximately 50% lower revenue requirement versus current rates
While not citing the Secondary <= 5 kW class specifically, TNMP stated in the filing that the rate case reflects a
reassignment of costs across
customer classes based on cost causation to reduce current subsidies and bring all
classes toward equalized rates of return.
As illustrated above, for the Residential and Secondary <= 5 kW classes, TNMP proposed changes to the monthly customer charge and monthly metering charge that would result in a reduction in the combined flat monthly charge to REPs
For residential customers, the sum of the monthly customer charge and monthly metering charge would decrease to $7.32 per month, from the current $7.85 per month
For Secondary <= 5 kW customers, the sum of the monthly customer charge and monthly metering charge would decrease to $7.89 per month, from the current $8.36 per month
In the rate case, TNMP is requesting a five-year recovery of Hurricane Beryl O&M Costs through a rate
rider, Hurricane Cost Recovery Factor (Rider HCRF).
Rider HCRF is an existing, $0 rider in TNMP's tariff. TNMP would re-institute charges under Rider HCRF, Hurricane Cost Recovery Factor, as follows (no amounts are currently charged under the rider)
TNMP would also resume charges under its rate case expense rider, Rider RCE, as follows (no amounts are currently charged under Rider RCE)
TNMP also proposes changes in various Discretionary Service Charges, with decreases for certain services for standard meters, and increases for other services, including for new standard meters, and for standard meters at premium locations. Select proposed changes are noted below (some DSCs which are not being changed are also listed due to interest in there being no change):
