Pa. PUC Will Require PPL Electric To Conduct RFP For Grid Services From Third Party Aggregators

The Pennsylvania PUC, in a 4-1 vote, approved with modifications PPL Electric Utilities' second distributed energy resources (DER) management plan

A written order was not immediately available, but the PUC accepted a motion from Chair Stephen DeFrank and Commissioner Ralph Yanora which addressed major issues in the proceeding

The PUC's order approving, with modifications, PPL Electric's second distributed energy resources (DER) management plan rejects a recommended decision from an ALJ which would have denied the petition

Of note, the PUC in a final order will require that PPL Electric shall conduct an RFP for the procurement of grid services from third-party aggregators of DERs

PPL Electric in the proceeding had stated a willingness to conduct such an RFP to address allegations from DER parties that PPL Electric's DER management plan inhibited market access and competition

Specifically, PPL had stated, "its willingness to conduct an RFP for the procurement of grid services from third-party aggregators and original equipment manufacturers."

The DeFrank and Yanora motion did not explicitly mention the inclusion of original equipment manufacturers in directing that an RFP be conducted by PPL Electric (the motion did recite PPL Electric's willingness to include both aggregators and OEMs). Absent an order, it was not clear if the absence of the term 'original equipment manufacturers' in the motion is substantive, or is reflective of brevity.

Also notable is the PUC's emphasis on resource adequacy in approving PPL Electric's DER management plan. The DeFrank and Yanora motion agreed that the DER management plan will help address resource adequacy by increasing the hosting capacity on distribution circuits thereby permitting more customers to connect DERs and larger DERs to be connected without requiring system upgrades.

As potentially applicable to other matters, the DeFrank and Yanora motion notably said, "we believe that all tools to help manage resource adequacy must be duly considered."
