Residential & Small C&I POR Discount Rates Will More Than Double Under Regulator's Order

The Massachusetts DPU has approved significant increases in the Residential and Small/Regular General Service purchase of receivables discount rates at Fitchburg Gas and Electric (Unitil), under an annual update to the rates
Unitil's new POR discount rates in Massachusetts, formally known as Standard Complete Billing Percentages (SCBPs), are effective December 1, 2025
Under the DPU's order, Fitchburg Gas and Electric will set the residential POR discount at 5.47%, more than double the current 2.30%
For small & regular general service customers, the POR discount will more than triple to 2.16%, from the current 0.63%
The increases in the overall POR discount rates in both customer groups are driven by both higher uncollectibles and higher reconciliation factors, as detailed below:
