Calpine Terminates Voluntary Mitigation Plan, Citing Market Changes Under RTC+B

Calpine Corporation provided notice to the Texas PUC of termination of its Voluntary Mitigation Plan (VMP) effective December 2, 2025.
"This termination is made in light of the expected December 5, 2025 implementation of Real-Time Co-optimization plus Batteries ('RTC+B'), which Commission Staff have advised is a major wholesale market design change warranting the VMP’s review or termination," Calpine said
"Given the 2021 change in law under HB1500 which requires the Commission to review, and potentially modify, VMPs in accordance with the implementation of wholesale market design changes such as the implementation of RTC+B, we understand from Commission Staff that termination of the VMP at this time is the most administratively efficient course. Following the implementation of RTC+B, should a VMP be determined to be appropriate, it will be discussed with the Commission at that time," Calpine stated
