PSC Seeks Comments On Utility-Owned Generation, Other Resource Adequacy Measures

The Maryland PSC has sought comments on various measures to build new generation, including a model where utilities take ownership of the generation
Legislation passed this year, the Public Utilities-Generating Stations-Generation and Siting Act (Renewable Energy Certainty Act) requires the PSC to study various models for procuring electricity generation projects, including PPAs, partnerships between electric companies and electricity suppliers, or other procurement models
The study shall determine if any procurement model will increase, by at least 100 MW, generation in the state that is accredited by PJM for resource adequacy
Specifically, the study will consider:
1. partnerships where an electric generation developer constructs a generating station for an electric company that becomes utility-owned, rate-based generation;
2. partnerships where electric companies enter into purchased power agreements (PPAs) for in-state generation with electricity suppliers;
3. partnerships between electric companies and electricity suppliers such as, but not necessarily limited to, tolling agreements;
4. a model where the Commission establishes generation capacity credits (GCCs) for generation solicited by the State of Maryland from generation developers using tolling agreements or other methods and requires that each electricity supplier purchase these credits in proportion to the electricity supplier's capacity obligation; and
5. any other promising industry generation procurement methods that have merit.
While the PSC is seeking a consultant to assist with the study, to meet a December 1, 2026 deadline for a report to lawmakers, the PSC is seeking feedback at this time on generation procurement models and design elements
In addition to comments regarding design elements for the approaches outlined above, the PSC sought comments on the effectiveness of procurement models currently in use in other states
"Comments are also requested regarding how participation in PJM capacity, energy and ancillary markets should be evaluated and credited for generation procured through this process," the PSC said
