Another Utility Identifies Number Of Customers, By Class, Served By Each Retail Supplier Under POR

In a data response filed with the District of Columbia PSC, Washington Gas Light reported the number of customers billed by each retail natural gas supplier under the purchase of receivables (POR) program
Nothing in WGL's filing indicated that the public disclosure was inadvertent and that the data was instead meant to be filed on a confidential basis
As previously reported, the PSC had directed WGL to report the data as part of the PSC's review of the POR programs. The PSC did not specifically direct the public reporting of supplier identities
Specifically, WGL's filing includes, separately for CY2024, CY2023, and CY2022, the number of residential customers, and separately the number of non-residential customers, in the POR program for each retail supplier, with the supplier identified by name
For each year and customer type, WGL also reports the number of customers with uncollectable accounts on POR for each supplier
WGL's filing can be accessed in D.C. PSC Formal Case (FC) WGPOR-2025-01, with the filing being made on 12/15/2025 at 3:35 PM (with a document title of DRWGPOR-2025-01-G - 3)
WGL also provided data in response to a PSC question about amortizing a large residential POR uncollectibles balance
WGL said that a 3-year amortization would produce a residential discount rate of 7.331% in Year 1, 7.188% in Year 2, and 7.046% in Year 3, compared to a discount of 9.985% that would result from the standard calculation
Of a 3-year amortization, WGL said, "Its unclear to Washington Gas if a shorter amortization provides cost relief at a level that is valuable for suppliers, or if a longer amortization period creates recovery risk in the even that suppliers exit the market due to the potentially high discount rates."
WGL further said, "If the under-collection balance is amortized and the under-collection continues to grow, the Commission should re-evaluate the amortization of the under-collection and the structure of the POR program for Residential customers."
