Regulator Seeks Responses On Changing Default Service Pricing Periods, Risk Premium Mitigation, Use Of Dedicated Generation

The Connecticut PURA has issued interrogatories to various stakeholders in PURA's review of default service procurement changes due to 2025 statutory changes

Among other things, the new law essentially prompts the evaluation of using direct ISO-NE market purchases by the EDCs for part of mass market default service, as well as consideration of other measures to reduce risk premiums and rates
PURA directed the Retail Energy Supply Association to describe the impacts, if any, on full requirements standard service supply offers that would be caused by changing the standard service delivery periods, which include six-month fixed rates, from the current terms of Jan–Jun and Jul–Dec, to instead be Feb–Jul and Aug–Jan
Other New England states have adjusted their fixed price SOS periods in order to address winter risk premiums
PURA directed Connecticut Light and Power to provide data showing the costs and benefits of using the Millstone nuclear PPA to serve a portion of standard service load during the last 10 years, including the impacts on all distribution customers via the Non-Bypassable Federally Mandated Congestion Charge (NBFMCC).
During the proceeding, the Office of Consumer Counsel indicated that OCC had obtained information on how the Connecticut Municipal Electric Energy Cooperative (CMEEC) handles its volatility mitigation fund (or similar fund).
