Choice PSC Opens Investigation Of Affordability, Invites Proposals For Greater Consumer Protections

The District of Columbia PSC has opened an investigation into energy affordability, and, among other things, invited proposals for greater consumer protections
The PSC opened the investigation in response to a petition from Office of the People's Counsel and an OPC report
The PSC requested comments on OPC's report and several additional topics
Notably, the PSC welcomed comments on proposals to improve "consumer protections", and on proposals for new
legislation to address energy affordability
Among other things, OPC's report had noted an increase in arrearages.
OPC also cited supply cost increases, further citing to capacity cost increases
The PSC currently has open investigations concerning the purchase of receivables programs, and the procurement of, and products used to supply, default electricity service.
In the new affordability investigation, the PSC specifically invited comment on:
a. The Commission’s authority (and limitations thereto) over "affordability"
measures;
b. Existing programs and proceedings impacting affordability; including
opportunities for and challenges to program expansion, issue consolidation, and or
the creation of new programs);
c. Affordability metrics, measures, and programs implemented by Commissions in
other jurisdictions;
d. Creation of targeted and specialized rate design for large loads such as data centers
being built in the region that impact District ratepayers energy costs;
e. Alternative recommendations (and supporting authority) to address energy
affordability in the District, including, but not limited to: best practices to improve
energy assistance programs and consumer protections, and the proposition of new
legislation to address energy affordability; and
f. Proposed investigation structure, procedure, and processes
