Large Municipal Aggregator Seeks "Power Broker" License

Southeast Ohio Public Energy Council d/b/a Sustainable Ohio Public Energy Council (SOPEC) applied for an Ohio electricity "power broker" license to serve all customer classes in all service areas

SOPEC serves as a municipal aggregator for dozens of Ohio communities, including Dayton and Cleveland

SOPEC's sought power broker authority would be distinct from its certification as a government aggregator for electricity and gas, under which it operates opt-out aggregations for eligible customers, as well as opt-in service for municipal accounts

SOPEC currently has 51 members. At present, the combined population of SOPEC member communities would make it the second largest city in Ohio

SOPEC said that its operations under the broker license will include generation of power for retail sales, the scheduling of retail power for transmission and delivery, the provision of retail ancillary services, and other services used to arrange for the purchase and delivery of electricity to retail customers.

As previously reported by EnergyChoiceMatters, SOPEC had applied for a power broker license in 2024, but withdrew the application without prejudice

SOPEC stated in the application that, beginning in January of 2023, SOPEC became AEP Energy’s exclusive selected governmental electric aggregator in Ohio for new communities seeking aggregation
