Several Bills Filed In Missouri To Require Retail Electric Choice (Including Residential)

A new bill, and several re-filed bills, in Missouri would require the introduction of retail electric choice, including for residential customers
State Sen. Nick Schroer (SB 1411 in 2026) and State Rep. Don Mayhew (HB 2207 in 2026) have re-introduced electric choice legislation from the 2025 legislative session, while State Rep. Tricia Byrnes has also introduced a new electric choice bill (HB 2233)
Generally, the bills would require that C&I electric choice begin on August 28, 2028, and that residential choice begin no later than 18 months after the start of C&I choice
While the language varies slightly, each bill generally provides that "reasonable financial requirements" shall be established by the PSC for retail supplier licensing, "to
ensure an applicant is capable of providing electric supply
service[.]"
Separately, each bill further requires a bond or other financial
surety instrument of $500,000 for each retail electric license
The Retail Energy Advancement League lauded the introduction of the bills, and said that Missouri ranks 5th worst among all states in electricity price percentage change from 2008-2023, with an increase of 61% during that time
REAL said that Missouri residential electric rates increased by 20% from 2020-2023, with REAL citing data from the Consumers Council of Missouri
