PUC Expands Scope Of Investigation Of Default Service Time Of Use Rates

The Maine PUC has expanded the scope of its investigation into the use of time of use rates for electricity Standard Offer service to now include consideration of Critical Peak Pricing (CPP), Peak Time Rebate (PTR), and EV-Only Charging Incentives, as well as other proposals that stakeholders may offer
Specifically, the PUC in the investigation will consider whether critical peak pricing, peak time rebate, EV-Only charging rate designs, or other rate designs which may be proposed by the parties, would provide savings for customers, and whether such should be adopted by Central Maine Power and Versant.
The PUC explicitly stated that such expanded scope, "may include consideration of whether standard offer service would be included with a given rate design."
"The Commission conducts this investigation with the assumption that two or more of these rates would not be mutually exclusive if adopted at the same time," the PUC stated
The PUC previously established that the purpose of the review is, "to determine whether time of use rates for electric delivery and default supply service in Maine can be designed in a way that assures short-term and long-term savings to residential and small business customers while ensuring utilities have an opportunity to earn a reasonable return."
"This purpose will apply to those rate designs that are within the expanded scope," the PUC said
The PUC also invited from stakeholders:
• Straw proposals which are alternative to those already introduced in the proceeding
• Suggested additional rate designs beyond those specifically included in the proceeding
The PUC also welcomed, "other questions, argument, issues or observations, in the form of comments, that could affect, or be affected by the potential adoption by the Commission of a time of use (or other peak-shaving) rate."
