Big Four Pennsylvania Utilities To Work With Gov. To, "Ban Deceptive Contracts By Retail Providers Which Could Save Pennsylvanians Hundreds Of Millions Of Dollars"

Pennsylvania Governor Josh Shapiro said in prepared remarks for a budget address today that, "PECO, Duquesne Light, First Energy, and PPL, all of whom join us here today, have agreed to take four important initial steps to rein in costs, starting today[.]"
Among other things, Shapiro said in prepared remarks that that the utilities, "will work with my Administration and the General Assembly to enact commonsense reforms that will ban deceptive contracts by retail providers which could save Pennsylvanians hundreds of millions of dollars."
Shapiro has also created a new watchdog within the administration, a Special Counsel for Energy Affordability, "tasked with closely examining utility rate requests and taking legal action to stop utility companies from jacking up their rates and costing you more."
Shapiro's budget also provides that data center developers must bring their own power generation online or fully fund new generation to meet their needs.
The 2026–27 budget provides for new investments in "critical infrastructure", including power generation
"Central to this effort is the creation of the Pennsylvania Program for Critical Infrastructure Investment -- a $1 billion initiative supported through the issuance of general obligation bonds, with proceeds deposited into the Capital Facilities Fund. This program will provide flexible funding for large, transformative infrastructure projects across the Commonwealth, including bringing new energy generation onto the grid," a news release from the governor's office states
