Luminant Enters Into Revised Voluntary Mitigation Plan

Energy Company LLC and Staff of the Public Utility Commission of Texas have entered into a settlement agreement for a revised voluntary mitigation plan (VMP) for Luminant.
The IMM for ERCOT supports the revised VMP
The VMP includes changes prompted by the implementation of RTC+B
Among other things, the parties agreed to add a defined term, "Opportunity Cost Adder," which allows
for an adder to EOCs (Energy Offer Curves) and regulation ancillary service such that the offer reflects the
full cost of dispatch of a resource at any given time so that the resource is not
dispatched below cost when operations are restricted by factors outside of Luminant
Energy’s control. The parties further agree that Luminant Energy will consult with
the IMM either before an Opportunity Cost Adder is implemented or as soon as
reasonably possible after said implementation.
The parties agreed to adopt offer caps for Non-Spin Reserve Service (NSRS),
ERCOT Contingency Reserve Service (ECRS), Responsive Reserve Service
(RRS), and Regulation Service offered in real-time from non-battery resources
The parties agreed to amend the VMP to specify that the negotiated terms adopted
under the proposed VMP would apply to Luminant Energy’s current fleet of
nuclear, coal, and natural gas fired units inclusive of resources subject to a signed
SGIA but non-operational as of the date the VMP is approved and for which
Luminant or an affiliate has a signed agreement for acquisition as of the date the
VMP is approved.
