Initial Retail Adder Resulting From Duke Energy Ohio's First SSO Auction For Default Service Gas Supply Is Posted

The initial auction under Duke Energy Ohio's new Standard Service Offer mechanism to serve non-shopping natural gas customers resulted in a Retail Price Adjustment (RPA) of $4.00 per Dth
The RPA will be added to the monthly New York Mercantile Exchange (NYMEX) settlement price for natural
gas futures in order to set the monthly natural gas supply rate for SSO customers at Duke
As previously reported, this new SSO mechanism will replace the former GCR default service mechanism, effective April 1, 2026
The RPA of $4.00 per Dth, which remains subject to PUCO approval, is to be in place for a term of April 1, 2026 to March 31, 2027
The SSO auction is a wholesale auction, under which winning bidders serve tranches of supply, with no relationship with the retail customer.
The three other Ohio LDCs which have gas choice programs utilize a Standard Choice Offer (SCO) auction, under which winning bidders serve specific retail customers for an annual choice term. Thus, while the RPAs in both the SSO and SCO auctions are added to NYMEX prices to set default service rates, the value received by winning bidders in each auction type differs, and any comparison between SSO RPAs and SCO RPAs would not be apples to apples (even before taking into account different geography and characteristics of each LDC's system, etc.)
PUCO Staff said in a post-auction report that, "Staff finds that the RPA of $4.00 per Dth results in a reasonable commodity price to customers relative to other practical pricing alternatives and historical experience."
There were four winning bidders in the Duke SSO gas auction.
PUCO Staff reported that seven bidders participated in the Duke SSO gas auction, though only four bidders submitted bids to serve tranches at any price point under the auction's descending clock format.
