Choice Utilities Address Supply Charges In Required Reports As Part Of Regulator's Investigation Of Rates, Affordability

Filings on electric and natural gas rates made by several Massachusetts utilities, in response to a Massachusetts DPU directive, addressed the issue of customer supply charges
As previously reported, the Massachusetts DPU had opened a broad investigation to review electric and natural gas rates in order to contain customer costs, reduce bill volatility, and to increase electric and gas utility bill transparency and accessibility.
EnergyChoiceMatters had observed, when announced by the DPU, that while much of the focus of the DPU's investigation is on distribution rates, the proceeding was not explicitly limited to such, and the DPU had broadly invited comments on affordability (with the DPU also citing last year's interim winter gas supply cost mitigation)
In separate filings, both Nstar and National Grid said that the DPU's investigation into electric and natural gas rates does not appear to focus on supply charges
NSTAR Electric reported that supply charges are about 48% of the bill. National Grid said that supply charges make up about 36% of a Mass. Electric customer's bill, with an additional 8% of the bill reflecting RPS, which is recovered through supply charges.
Both NSTAR and National Grid separately cited various current renewable energy policy programs (including portfolio standards) which have been included in supply charges as an area for DPU consideration, as the DPU evaluates affordability
Neither Nstar nor National Grid appeared to recommend changes to default service (except as may be necessarily implicated by changes to public policy programs included in default service rates)
