Average Prices Paid By Choice Utilities For Compliance RECs Significantly Higher Than Prices Paid By Retail Suppliers

Staff of the PUC of Ohio filed a report on the state's RPS for the year 2024 which again shows that the average price paid by the electric utilities for RPS compliance RECs is significantly higher than the price paid by competitive retail electric suppliers
Staff reported that the average price paid by the Ohio electric distribution utilities for RECs for 2024 RPS compliance was $24.46 per REC, versus the average price of $4.44 per REC paid by competitive retail electric suppliers for RPS compliance
These costs are an average for RECs and S-RECs retired for 2024 compliance.
Staff noted that the RECs used for 2024 compliance, and whose prices are included in the averages listed above, may have been purchased prior to the compliance year. Thus, Staff said that the average prices should not be viewed as indicative of current market prices
The delta between the average EDU cost and CRES cost for 2024 was similar to, though even higher than, the delta for 2023 ($22.57 for EDU, $6.67 for CRES). In contrast, in 2022, the average EDU cost had been only $12.71, versus $8.15 for CRES suppliers
