Vistra Seeks Texas PUC Approval For 1,200 MW Net Metering Arrangement At Comanche Peak

Comanche Peak Power Company LLC ('CP Company'), which is ultimately owned by Vistra, applied at the Texas PUC for approval
of implementation of a proposed net metering arrangement between a large load (identity not disclosed publicly) and
CP Company’s generation resource ('Comanche Peak') pursuant to Section 39.169 of the Public
Utility Regulatory Act ('PURA').
"CP Company executed a contract before September 1, 2025 with a large load customer who
will install a ~1,200 MW large load (the 'Comanche Peak Load') on land owned by CP Company
and leased to the customer by CP Company," CP Company said
Vistra had last year disclosed a 20-year PPA with a "large, investment grade company" for 1,200 MW from Comanche
The Comanche Peak Load will be located in a dually certificated area assigned to both
United Cooperative Services ('UCS') and Texas-New Mexico Power Company ('TNMP').
Comanche Peak is connected to Oncor transmission facilities
CP Company said, "CP Company and the large load customer signed a contract for the net metering
arrangement before September 1, 2025. CP Company acknowledges that ERCOT has included
Comanche Peak in its list of existing stand-alone generation facilities as of September 1, 2025.
While CP Company disagrees with that designation, the net metering arrangement will not
adversely affect system reliability (neither transmission security nor resource adequacy), and
therefore meets the standards for unconditional approval established by PURA § 39.169."
"The arrangement will maintain system reliability and will not cause any
negative system impacts because the full capacity of Comanche Peak will remain available to the
ERCOT grid during emergency conditions, thus preserving resource adequacy, and the addition of
the large load behind-the-meter at a site that is already fully interconnected securely with the
transmission system will not affect transmission security," CP Company said
