PUC Schedules Technical Conference On Utility's Proposed Changes To Default Service For Large Load Customers

The PUC of Ohio has scheduled for March 19, 2026 a technical conference on AEP Ohio's proposed changes to its default service program in light of proposed changes at PJM to blunt the impact of large load customers on the costs borne by other loads -- such as through the initiation of a Reliability Backstop Auction (RBA) as directed by the PJM Board, and similar measures proposed by the National Energy Dominance Council within the White House and numerous governors in PJM states

Among other things, AEP Ohio has outlined a principle that, ideally, the cost assigned to a large load customer under a multi-year RBA would follow the large load MWs being served during any migration -- from retail provider to retail provider or to the SSO
AEP Ohio also set forth a principle of serving a large load customer's load, if such load returns to default service, through RTO market purchases (not the existing SSO portfolio) if there is not enough time to conduct a separate SSO procurement for such returning large load
