Regulator Denies Deferring Undercollected Supply Costs To Next Winter Season At Major Utilities, Will Be Reflected In Rates Now

The Massachusetts DPU has rejected deferrals of under-collected gas supply costs to the 2026/27 winter season at several of the state's major utilities, ordering that the under-collection be addressed in upcoming new gas supply rates for March and April
Gas cost under-collection deferrals were not approved at National Grid, Eversource Energy (EGMA), NSTAR Gas (Eversource), and Unitil
The DPU approved a deferral of 50% of the gas supply cost under-collection at Liberty Utilities (New England Natural Gas Company) and Berkshire Gas, with such deferred costs to be collected in the 2026-27 peak season (November 1, 2026 through April 30, 2027)
Regarding the non-deferrals at the utilities noted above, the DPU said, "The Department has determined that recovering the full estimated under-recovery during this winter period is in the best interest of customers for some LDCs given the uncertainty regarding the price of gas during the next peak period."
As a result of the DPU's decision, the DPU approved the following GAFs for firm gas sales during the billing period of March 1, 2026, through April 30, 2026.
