Maryland PSC Receives 5 Transmission-Connected Energy Storage Applications In Response To Solicitation Under New Law

The Maryland Public Service Commission said that the PSC has received five applications seeking the award of energy storage capacity credits (ESCC) in Round 1 of its solicitation for up to 800 MWs of front-of-the-meter transmission-connected energy storage projects.
Eligible energy storage projects must be electric transmission-connected, possess at least 4-hour discharge duration, and become operational within 24 months of the ESCC award, unless an extension is received from the Commission. The Commission must approve, conditionally approve, or reject Round 1 applications for ESCCs projects by October 1, 2026.
The applications stem from Maryland's Next Generation Energy Act (NGEA) adopted in 2025
The electric transmission-connected energy storage parts of the NGEA require the Commission to issue at least two solicitations for a cumulative 1,600 MWs of front-of-the-meter transmission-connected energy storage, with each energy storage device having a minimum 4-hour duration.
Of note, the applicants include Cardinal Energy Storage East, LLC, a subsidiary of Tenaska
Additionally, the entity Chalk Point Reliability Storage LLC is an applicant. While ownership of entity could not be immediately confirmed, the project's location would be at the address of the Chalk Point Generating Station, a site where NRG owns the 80 MW Chalk Point CT (or SMECO CT)
