Utility Files To Set Small Customer POR Discount At 0% (Down From 1.4%); Another EDC Also Lowers Discount

Granite State Electric (GSE or Liberty Utilities) filed at the New Hampshire PUC to set both the small customer group and large customer group purchase of receivables discount rates at 0%.
GSE's current POR discount rate is 1.439%, for all customer classes. A single discount rate applicable to all classes was adopted only for the first year of POR. GSE's filing represents the first class-specific discount rates
The standard update calculation of the POR discounts results in negative rates for both customer groups (-0.604% for small customers and -0.587% for large customers), but GSE proposes to zero-out the POR discounts rather than establishing negative discount rates
GSE said that its systems are not currently able to apply negative discount rates to purchased receivables, and said that such functionality may result in additional costs
Under the standard POR calculation, the reconciliation component for each customer class is nearly -0.7%
In discussing the drivers for the calculated negative discount rates (resulting from an over-collection of costs from retail suppliers under the current discount rate), GSE noted that because the POR program launched in June 2025 while the uncollectibles percentage is calculated on a calendar-year basis, the data used in the POR update reflects write-offs for only a half of the calendar year, and write-offs are thus relatively low as a result.
GSE also said that actual implementation costs were "considerably" lower than the amount used in setting the initial POR discount (less than half)
GSE sought to implement the 0% POR discounts effective June 1, 2026 (not August 1, 2026 as contemplated when setting the prior discounts), though a tariff filed by GSE retains an August 1, 2026 date for the new discount rates (in an apparent scrivener's error)
Unitil POR
Separately, Unitil filed at the New Hampshire PUC to update its POR discounts, effective August 1, 2026
For residential customers, Unitil proposes a POR discount of 1.01% effective August 1, 2026, down from the current 1.63%
For General Service customers, Unitil proposes a POR discount of 0.22% effective August 1, 2026, down from the current 0.43%
