Draft Report: 93% Of Business Customers Shopping With A Retail Supplier Paid More Than Default Service In Second Half Of 2025, At One EDC

The Connecticut PURA has posted a proposed annual legislative report concerning the status of retail electric competition
The draft report, citing OCC's comparison data, states, for customers on retail supplier service, "residential customers collectively paid, in aggregate, more than $25 million more than they would have paid on standard service in 2025".
Elsewhere, the draft sates that the gross overpayment by residential shopping customers (not including the impact from customers who saved money) was $29 million in 2025
On a net basis, taking into account customers who paid more with a retail supplier, and customers who paid less with a retail supplier, residential shoppers in 2025 in aggregate paid $14 million more than default service

standard service for each month in 2025
In the second half of 2025, on
average, nearly 78% of Eversource residential customers and over 80% of UI residential
customers enrolled with suppliers paid more than standard service each month, the draft states
However, at UI, residential shoppers in aggregate actually saved about $931,000 during 2025, with the statewide aggregate overpayment driven by prices for CL&P shoppers
For June 2025, less than 19% of UI residential customers enrolled with a supplier
were paying above the standard service rate

The draft states that the cumulative overpayment by shopping customers has been $227 million since 2015. This includes the impact from years in which shoppers saw significant savings, such as $108 million in savings to shoppers in 2023
The draft states that, in 2025, an average of 262,554 residential customers were enrolled with a supplier
from January through June 2025 (compared to 326,264 for the same months in 2024), and
242,192 residential customers were enrolled with a supplier from July through December 2025
(compared to 287,334 for the same months in 2024)
The percentage of residential
customers enrolled with a supplier increased slightly, from 17% to 18%, from January
through June 2025. A gradual decline in enrollment began in July 2025, continuing
through December 2025, resulting in approximately 14% of residential customers enrolled
with a supplier at the end of 2025.
The draft states that complaints against retail suppliers fell another 42% in 2025, at only 22 complaints
The draft notes the lack of significant enforcement penalties levied against retail suppliers in 2025, versus the amounts levied in 2024

appears that the cumulative impact of strengthened oversight, clearer regulatory
expectations, improved compliance by market participants, enhanced consumer
protections, and changes in supplier behavior and customer service practices have
assisted with market stability and accountability and reduced the need for large-scale
enforcement settlements."
