National Grid To Lower Commercial POR Discount From 3% To Negative Discount

National Grid in Massachusetts has filed updates to its standard complete billing percentages (SCBPs), or purchase of receivables (POR) discount rates, which include a significant reduction in the commercial class discount.

Specifically, National Grid proposes to set the commercial POR discount at (0.12)% (a credit), compared to the current 3.39% discount

National Grid's proposed discount rate of (0.12)% for commercial customers reflects a reconciliation component of (1.52%) and an uncollectibles component of 1.40%

For residential customers, National Grid proposes to set the POR discount at 2.56%, down slightly from the current 2.68%

The proposed residential POR discount of 2.56% reflects uncollectibles of 2.63% and a reconciliation of (0.07%)

For industrial customers, National Grid proposes to set the POR discount at 1.30%, up from the current 1.02%. The increase is driven by a 0.39% reconciliation component, with the industrial uncollectibles component equaling 0.91%

The new POR discounts are proposed to take effect on May 1, 2026, subject to DPU approval
