PUC Approves Setting Small Customer POR Discount At 0% (Down From 1.4%)

The New Hampshire PUC approved setting both the small customer group and large customer group electricity purchase of receivables discount rates at 0% at Granite State Electric (GSE or Liberty Utilities)
GSE's current electricity POR discount rate is 1.439%, for all customer classes. A single discount rate applicable to all classes was adopted only for the first year of POR. The discount rate updates approved by the PUC today represent the first class-specific discount rates (though the class-specific discounts are both 0%)
The standard update calculation previously approved by the PUC for the POR discounts had resulted in negative discount rates for both customer groups (-0.604% for small customers and -0.587% for large customers), but GSE proposed to zero-out the POR discounts rather than establishing negative discount rates
The PUC stressed that such zeroing-out of negative POR discounts departs from the PUC-approved discount rate process set forth in a prior PUC order, but the PUC noted that the PUC is empowered to depart from this prior order, and the PUC found that good cause exists to set the POR discounts at 0% rather than a negative number
The PUC noted GSE's statement that implementing negative POR discounts would require the utility to incur further system development costs, with the PUC also noting GSE's testimony that the negative discounts largely resulted from, as recounted by the PUC, "quirks" in the initial implementation of the POR
program
Notably, the PUC said that the PUC's departure from the previously ordered POR discount rate formula is premised on the belief that negative discounts, "are likely to be a one-time occurrence that
justifies a modification of the DPR [discount] calculation in this instance without making larger changes."
The new 0% discounts are effective June 1, another approved departure from the PUC's prior POR order which had established an annual August 1 date for POR discount rate updates. The PUC said that implementing the 0% discount sooner will more quickly stop the current over-collection under POR
The PUC, however, said that it was unclear if GSE seeks to make all future POR discount rate changes effective June 1, or if GSE will revert to an August 1 update cycle next year. The PUC directed GSE to report on GSE's intent
The PUC also approved an updated payment date for payments from GSE to retail electric suppliers under POR, now set as the seventeenth of each month, based on the existing formula for setting this payment date
