Back-out Credit To Shopping Customers Would Nearly Double Under Rate Case

Duke Energy Ohio has filed a new natural gas rate case with the PUC of Ohio that would, among other things, nearly double the gas surcredit rider (GSR) which is received only by a customer served a competitive retail supplier
Duke's default service SSO auction is a wholesale auction, and SSO customers are not served by retail suppliers
Duke would update the gas surcredit rider (GSR), which functions as a back-out credit and is paid to only retail shopping customers, to be a credit of $0.001849 per 100 cubic feet, versus the current credit of $0.000992 per 100 cubic feet
The gas surcredit rider is used as a means to unbundle costs related to the PUCO and OCC assessments related to supply, since such supply-related assessments are included in nonbpyassable delivery rates
Also in the rate case, Duke proposed to revise the tariff such that various cash-outs would be at the NYMEX Price following the delivery month, plus the retail price adjustment (RPA) set in the SSO auction, rather than based on various pipeline prices
Duke's proposed revisions also reflect various changes to align with prior changes to Rate FRAS, Full Requirements Aggregation Service, as well as to reflect the transition to an SSO auction, versus the old GCR process
For Rider EFBS, Enhanced Firm Balancing Service, Duke proposes to update the MDQ determination date from December 31 to January 31, and update the annual
notification timeline from January 15 to February 15, in order to, "capture the most recent colder
month and account for the full year of usage."
Duke's redline tariff still lists that the MDQ determination would be January 31, "of the preceding year".
