PECO To Continue To Rely On Spot Market For Portion Of Default Service Intended For Long-Term Solar Contract, Due To Lack Of RFP Responses

PECO reported to the Pennsylvania PUC that PECO will continue to rely on spot purchases of electricity to serve the portion of residential default service load that was designed to be served under long-term contracts for up to 25 megawatts of energy, capacity, and alternative energy credits from new, in-state solar facilities

The long-term solar PPAs would have offset the 1% of residential default service currently served via the spot market (the remaining 99% of default supply is served under full requirements contracts)
An initial RFP for the long-term solar was initiated in April 2025, and did not receive any formal
Prequalification Applications
PECO has now reported that, while a second RFP for new in-state solar to serve the relevant portion of default service load did see multiple bidders successfully complete the Prequalification Application, those
bidders ultimately elected not to proceed further in the process, and did not submit any
proposals.
Under PECO's PUC-approved default service plan, PECO is not required to conduct a
third procurement for the long-term solar if the targeted capacity is not contracted in the first and second
procurements
PECO informed the PUC that, "Because the second procurement also did not result in contracts for the
targeted 25 MW (DC) of capacity, PECO will continue to obtain the supply necessary to
serve the portion of residential load that would have been served through the solar
procurement using spot purchases, as it does today."
