Retail Energy Regulator To Further Study Potential For Maximum Threshold On Monthly Rate Changes

In a procedural update in a docket that has included a broad energy affordability review, the Massachusetts DPU said that, with regards to the feasibility of creating a maximum threshold for the amount that charges assessed to customers may change from one month to another, the DPU, "intends to further investigate the feasibility of creating a maximum threshold for the amount that charges assessed to customers may change from one month to another in a later phase of this proceeding."
Although the proceeding, Docket 25-200, has mostly focused on distribution costs and related mechanisms, the docket has implicated all reconciling mechanisms (including for default service), as well as default service more generally, and proposed changes to such, as had been first reported by EnergyChoiceMatters.com
The instant actions undertaken by the DPU in the procedural order relate solely to distribution matters
However, the DPU said that the DPU is also evaluating potential changes to existing processes to enable a more transparent and holistic understanding of changes to each utility’s annual reconciling rates, supply rates, and distribution rates, including cumulative bill impacts and cost trends [emphasis added].
To accomplish such, the Department directed that the electric distribution companies, jointly, and the gas local distribution companies, jointly, submit proposals for a reporting template (including tables and graphs where possible) that show each rate change scheduled to take effect in the calendar year (electric) or by season (gas) using the parameters set forth by the DPU
Among other things, EDCs shall report the full impact and timing of all rate changes for the year, presented by line items as they appear on a customer's bill, with a list of individual rates that constitute each line item, and projections of estimated costs presented by line items as they appear on a customer's bill, with a list of individual rates that constitute each line item.
The DPU seeks development of a graph which shall include the prior, current, proposed, and forecasted residential rates for each rate grouping, the electricity rates measured in cents per kWh for a customer with mean usage, and how much each grouping makes up the total electric bill.
Gas utilities were directed to report similar data
Given the broad focus on energy costs in the proceeding, net metering compensation and cost recovery has also been raised.
Concerning net metering, the DPU said, "with respect to the Department’s inquiry into the value of net metering credits and whether adjustments are appropriate, based on the variety of comments submitted on this topic, further investigation is necessary to better understand the broad impacts of any net metering-related changes contemplated by the Department in this proceeding. Accordingly, the Department will seek additional information and input on this issue, including holding one or more technical conferences. Additional details will be provided in the near term."
