Illinois Approves Revised Design For ComEd's Bring Your Own Device Load Reduction Program; ComEd Also Receives Approval For Scheduled Dispatch Virtual Power Plant Program

The Illinois Commence Commission recently approved, subject to a further analysis on cost effectiveness, the design of ComEd's revised Rider BYODLR - Bring Your Own Device Load Reduction Program

BYODLR would be open to customers on default service and competitive retail supply

BYODLR would include a Smart Thermostat Load Reduction Program and Thermal Storage Load Reduction Program

The Smart Thermostat Load Reduction program enrollment incentive is $30 for non-low income customers and $50 for low-income customers. The maximum annual performance incentive is $30/kilowatt-year.

The Thermal Storage Load Reduction Program enrollment incentive is $60/kW-year for the 5-year period of 2027-2032.

Customers would be able to enroll into BYODLR directly, or through an Advanced Device Load Reduction (ADLR) Program Provider, or through an aggregator/original equipment manufacturer

The BYODLR program is conditioned on a cost-effectiveness analysis to be completed later this year (BYODLR - Docket 25-0678)

Separately, ComEd also received approval for a tariff to implement a Scheduled Dispatch Virtual Power Plant (SDVPP) program, complying with recent legislation

Rider SDVPP would be open to customers on default service and competitive retail supply

Rider SDVPP would allow ComEd to dispatch, under times and terms set forth in tariff, customers' eligible energy storage resources

A Rider SDVPP Participant who commits their System Injections to ComEd would receive, based on performance, an annual incentive rate of $10/kW-Season.

The new SDVPP program is expected to become available in 2027, ComEd said
