Choice PSC Orders Revised Cost Estimate For Green Button Connect My Data Implementation

The District of Columbia PSC ordered that Pepco shall provide an updated cost estimate to implement Green Button Connect My Data (GBCMD) and other implementation measures and functions included in a Customer Impact Working Group report
Pepco’s Cost Estimate was filed in 2022 and included: (1) a base GBCMD platform ($6.65 million), (2)
an optional Third-Party Download Portal ($2.0 million); and (3) ongoing annual maintenance and reporting costs ($850,000).
The Working Group also addressed data sharing and notices by
third parties; prerequisites of service beyond DataGuard; the process for barring third parties from
the GBCMD platform; implementation of Home Area Network functionality; additional
information about GBCMD Function Blocks 16 and 28; whether additional cybersecurity
prerequisites beyond DataGuard should be imposed, and whether Pepco should have unilateral
emergency suspension authority. The Working Group did not reach consensus on any of these issues
"The Commission needs to obtain updated cost information to adequately evaluate
the feasibility of adopting GBCMD in the District," the PSC said
"Pepco may file multiple detailed cost estimates, but
at least one cost estimate must be for a commercially available Green Button-compliant software
package (and any customization, as necessary)," the PSC directed
Pepco shall file a revised
cost estimate within 60 days
