Massachusetts Provides More Time For Utility Responses, Stakeholder Comments Regarding Time-Varying Rates For Default Service

The Massachusetts DPU has extended the deadline for the submission of utility responses to various questions, and for stakeholder comment on additional topics, in the DPU's newly opened investigation into the design and implementation of time-varying rates (TVR) for default electricity service (aka basic service)

The new Aug. 31, 2026 deadline replaces an earlier July 31 deadline, after several parties requested more time
The DPU formally noticed that the DPU is seeking comment from stakeholders on issues including the following (which were previously reported by ECM as topics for stakeholder comment when the proceeding was opened):
1. identify and describe any consumer protections necessary for a successful
design and implementation of TVR in Massachusetts;
2. describe implementable strategies for guiding customer behavior to avoid
creating a new system (or grid pocket) peak immediately following the end of a
peak rate period;
3. identify any additional changes to AMI functionalities, billing systems, or
other operational functions required by the EDCs to enable TVR supply rates for
non-demand customers who receive supply from competitive suppliers or
municipal aggregation providers;
4. identify and describe key elements for inclusion in the EDCs’
implementation and marketing and outreach plans
Marketing, education, and outreach plans to be developed by the EDCs remain due on September 30, 2026
After receiving utility and stakeholder input regarding TVR implementation and rate design considerations, the DPU will determine the next procedural steps of the TVR investigation after reviewing such submissions
