ERCOT Reports Impact Of Texas Governor's Data Center Audit Directive On Long-Term Load Forecast

ERCOT in a Texas PUC filing recommends delaying its next Long-Term Load Forecast (LTLF) as a result of Texas Gov. Greg Abbott's directive for a comprehensive verification and audit of all data centers advancing through ERCOT’s interconnection process, rather than using an alternative LTLF forecast methodology
As a result of conducting the data center audit, certain milestones in ERCOT's Batch Zero large load interconnection process have been delayed, including the time to classify Large Loads into Batch Zero. Certain Batch Zero data is to be used for the LTLF
ERCOT reported that, until the Governor’s August 3, 2026 data center audit letter, ERCOT expected to finalize the LTLF using the Batch Zero base load information by mid-August 2026.
The extended time which will be undertaken to classify Large Loads into Batch Zero, due to the directed audit, will further delay a final LTLF, which in turn will delay the Reliability Assessment, and which could delay the December 2026 Capacity, Demand, and Reserves Report, ERCOT said
"However, even with the additional delay, incorporating verified Batch Zero base loads into the LTLF will produce a more accurate and realistic forecast than alternative methodologies, which justifies this delay," ERCOT said
"Therefore, ERCOT is not seeking an adjustment to the LTLF methodology in this filing," ERCOT said
ERCOT recommends delaying the publication of the Long-Term Load Forecast until a final base load Batch Zero classification is determined. This delay in turn will delay the Reliability Assessment results, which were expected in November 2026, ERCOT said
