Texas Gov. Abbott To Propose Legislation To Bring Electric Choice To CPS Energy, Austin Energy, & Other Munis

Texas Governor Greg Abbott recently announced, as a plank in his "Keep Texas Affordable" plan, that Abbott would propose legislation, "expanding consumer choice and ending utility monopolies that drive up costs for Texas families and small businesses".
“We must address the cost of electricity that is putting a growing strain on Texas households,” said Abbott. “That’s why I’m proposing legislation to end the monopoly control that cities like Austin and San Antonio have over electricity services and give Texans the freedom to choose the provider that works best for them. By expanding competition, residents in Austin and San Antonio could save more than 10% on their electricity bills, with small businesses seeing even greater savings.”
A plan from Abbott states, "Governor
Abbott’s plan will allow Texans to choose their
electricity provider by opening city monopolies to retail
electric competition. In Austin and San Antonio,
residential ratepayers would respectively save on
average 10% and 13% on their electricity bills. Affected
commercial ratepayers would save on average nearly
22% on their electricity bills, or up to $3,000 per year
A plan from Abbott states, "Governor Abbott would also ban city utilities from
imposing charges on ratepayers unrelated to electric
delivery and prohibit using utility profits as a city
slush fund."
